Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Contract Management Specialist 3, Grade 27, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 3, Grade 27, position in the Office of Financial Management, Community Budget and Financial Management Group (CBFMG). The Contract Management Specialist 3 acts as the Director of the Procurements and Close-outs Unit. The Procurement and Close-Outs Unit is responsible for administering procurements for community-based mental health services throughout New York State as well as reviewing, auditing and closing out OMH direct contracts with local community mental health providers. This position is essential for providing direction to staff in administering procurements for State funding for community based mental health services and reviewing contract expenditures to verify allowable expenditures and recapturing unspent State and/or Federal funds.

Duties to be performed may include, but are not limited to, the following:

• Coordinates with budget, program and field office staff to facilitate non-competitive single source justification (Contract Report Exemption Request or 'CRER'), when warranted, for OSC review and approval;

• Drafts B-1184 requests for grant procurements for Agency Head approval and reviews B-1184 requests for compliance with MWBE requirements;

• Work closely with Contracts & Payments staff, budget staff, Federal staff, CFR staff and field office staff to ensure timely close-out of contracts.
o Monitor claims submissions and issue withhold letters when providers fail to file claims as required by OMH and Federal regulations;
o Monitor overpayment recoveries and ensure timely processing of contract close-outs and recouping of underspending consistent with internal controls manual;

• Responsible for final review and “pre-qualification” of not-for-profit providers in the Grants Gateway as part of initial qualification in procurement process. This requires a thorough review of the provider’s document vault to ensure all required documents are up-to-date for the purposes of qualifying to apply for a funding opportunity;

• Handle complex procurement issues and follows-up with OSC to resolve concerns with bid awards and the procurement record, expediting priority procurements for emergency situations because of programs closing, and advising program staff on the process for new commitments;

• Facilitates debriefings as necessary for non-successful bidders;

• Monitor contract close-out processes to ensure compliance with CBFM’s Internal Control Manual, as well as suggest changes and/or improvements to process and internal controls. This includes the annual testing and review of the Internal Controls Manual, as well as ensuring that contracts are being closed out within the prescribed deadlines found in the CBFM Internal Controls Manual.

• Represents OMH with providers and control agencies such as Office of the State Comptroller and Division of Budget.

• Provide day-to day direction to ensure high quality work products for OMH Local Assistance procurement and contract close-out activities.
o Ensure the consistent delivery of high-quality work products for the control agencies and providers including procurement records, sole source documentation, B-1184 justification, and close-out reports.

• Supervise lower level Contract Management staff and act as the Director of the Procurements and Contract Close-Outs Unit. Delegate assignments and encourage teamwork. Conduct performance reviews.
