Minimum Qualifications Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.

OR

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section (i.e. 70.1, 70.4, 52.6) of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Duties Description Under the direction of the Associate Director of Human Resources within the Human Resources Strategic Planning, Policy, and Operations Bureau, the Human Resources Specialist 2 will be responsible for providing human resource operational guidance and support to agency Human Resources Specialists across 13 Human Resource District Offices (HRDO) located throughout the state.

Duties and responsibilities include, but are not limited to:

- Collaborate with human resources staff to address and resolve various appointments issues such as transfers, reassignments, provisional qualification review and processing, noncompetitive promotions, 4.2(b) nominations, and reinstatements.

- Research solutions using the Civil Service Law, State Personnel Management Manual (SPMM), Attendance and Leave Manual, etc. and contacts Department of Civil Service to advocate for the agency as needed.

- Collaborate with human resources staff to ensure classification requests are appropriately researched and include all required supporting documentation that present clear, concise, and logical justifications.

- Follow-up timely with the Department of Civil Service and/or Division of the Budget as needed with a high degree of courtesy and professionalism.

- Research and prepare classification packages for more complex, statewide issues.

- Provide management progress reports and escalates as appropriate.

- Plan and conduct examination planning activities including research and analysis of existing provisional appointments, as well as health and quality of eligible lists generated from the last examination.

- Propose changes to examinations working collaboratively working with human resources management, program managers, and Subject Matter Experts (SMEs) to provide guidance and input on future exams, including minimum qualifications and question content.

- Identify problems or challenges within existing human resources operations and develops alternative strategies, including recommendations for process improvement.

- Collaborate within the Division to develop or revise human resources policies and procedures.

- Handles other staffing related matters as appropriate.
