Duties Description This Children and Family Services Program Manager 4 will serve as the Director of the Child Care Assistance Program and has direct oversight of the Bureau of Child Care Assistance Program will work with the Bureau program managers to implement new initiatives in the Child Care Assistance Program around expanding access to child care assistance, limiting co-pays, paying for absences and the development and implementation of a comprehensive technology system that determines eligibility, enrolls families and manages provider onboarding. This includes any implementation activities related to the development of funding allocation methodologies, coordinating stakeholder engagement, outreach to impacted parties, substantial statutory or regulatory revisions and reporting.

The Child Care Assistance Program allocates over $1B in funding annually to 58 Local Districts as well as conducting monitoring and policy development for the implementation on the local level. This bureau is also responsible for the oversight of approximately 12,000 legally-exempt child care providers and the contracted legally-exempt enrollment agents that monitor them.

Additional Comments Background Investigation Requirements:

All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
