Internal Reassignment: Candidates must be current Office of Mental Health employee with permanent or contingent-permanent service as a Mental Health Program Specialist 2 and interested in reassignment.

OR

Transfer: Candidates must be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.

Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Western New York Field Office. Reporting to the Director of Adult Community Services Program Bureau for the Western Field Office, the incumbent of the Mental Health Program Specialist 2 position will work as part of a multi-disciplinary team of professionals representing key mental health functional areas throughout the 19-county Western New York region providing programmatic and/or compliance activities related to the delivery of services; Medicaid Managed Care designated services; licensed, designated, and funded programs; current and new initiatives.

Specific duties to be performed may include, but are not limited to, the following:

-Work in collaboration with the OMH Division of Managed Care, the Division of Adult Community Care
Group and the Division of Integrated Community Services for Children and Families to support the development, implementation, evaluation and monitoring activities related to the inclusion of behavioral health supports in the State’s health care transformation initiatives.

-Monitor and respond to local Managed Care related complaints and assist with resolutions. Participate in the investigation of concerns and/or incidents related to the provision of services where applicable.

-Utilize data and resources to inform service provision and guide fiscal viability.

-Co-facilitate a regional inter-agency, multi-stakeholder forum to provide ongoing education, regional and statewide utilization and billing data review, and linkage between provider, Managed Care Organizations, Health Homes, and other community based services. Identify trends and communicate same to Field Office leadership and all applicable OMH Divisions.

-Provide ongoing technical assistance, support and oversight to mental health programs around the implementation of Medicaid Managed Care to ensure programs are operated according to established laws, policies, guidance and regulations.

-Participate in the Implementation of oversight and monitoring policy and monitoring visits with all Western region designated Adult Community Oriented Recovery and Empowerment (CORE) services and Adult Behavioral Health Home and Community Based Services (BH HCBS) providers.

-Provide ongoing technical assistance, support and oversight to Adult BH HCBS and CORE services programs to ensure programs are operated according to established laws, policies, guidance and regulations.

-Monitor community need and access to services, identifying best practices, champions in the field and systemic issues.

-Collaborate with OMH Field Office and Central Office colleagues, the Local Government Unit/Director of Community Services (DCS) and NY State partners (Department of Health, Office of Addition Services and Supports, Office of Children and Family Services and Office for People with Developmental Disabilities) to address access/service issues, program implementation and performance and the delivery of Medicaid billable services for individuals with behavioral health conditions. Work in concert with the DCS and OMH licensed/designated/funded providers specific to the development of and, upon need, the initiation of an emergency and disaster mental health policy/plan.

-Accept new responsibilities and participate in special projects and system transformation initiatives as assigned.
