Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title. OR Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. The position may be filled at the Program Operations Specialist Trainee 1 level equated to SG-13, ($46,529), Program Operations Specialist Trainee 2 level equated to SG-14 ($49,202) or full performance Program Operations Specialist 1 SG-18 ($61,270), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Program Operations Specialist1 SG-18 following the successful completion of the traineeship.

Duties Description POSITION DESCRIPTION:
The Program Operations Specialist 1 will serve as the Standards and Service Delivery Specialist and will report to the Director of
Quality Improvement. The position provides training, guidance, and technical assistance to all staff on completing service delivery
documentation and being prepared for recertification visits. The position provides ongoing evaluation of services provided to individuals
with developmental disabilities by state-operated facilities and programs; conducts studies to evaluate program needs, processes,
outcomes, impacts, costs/benefits, effectiveness, and individuals’ satisfaction; collects, reviews, and analyzes quantitative and
qualitative data related to programmatic services; recommends programmatic improvements based on analyses; assists in the
development and modification of survey instruments and data collection systems; and develops, updates, and maintains program
evaluation protocols, Standards of Practice, and procedures. The position is vital to the core mission of the agency as it is a primary
source of support for all aspects of operations and conformance to regulations. This position also works closely with the Medicaid
Compliance Liaison to improve billing outcomes.
PRIMARY DUTIES AND RESPONSIBILITIES:
• Conducts weekly in-person site visits to assess for survey readiness for all programs in the community.
• Reviews and evaluates program and treatment records. Observes and interviews staff and individuals to determine quality of
service delivery.
• Completes a thorough assessment and evaluation of documentation errors and other concerns during these visits.
• Completes a comprehensive report with documentation support, identifying merits, deficiencies, and areas of non-compliance.
• Provides site-specific enhanced monitoring based on citations from previous reviews, incident trends, and/or other concerns.
• Reviews newly implemented Standards of Practice, procedures, and forms to assess effectiveness.
• Conducts regular analysis of processes with low quality rates and develops guidance to improve outcomes, including but not
limited to reducing cycle time to receive documents and reducing the total amount of revenue loss due to documentation
issues.
• Reports training needs to the Habilitation Specialist Clinical Coordinator and potential billing concerns to the Medicaid
Compliance Liaison.
• Maintains expert, up-to-date knowledge of standards, laws, rules, and regulations and provides consultation to various team to
apply those at the program.
• Educates and provides support to all staff and residential leadership on service documentation standards and effective
implementation of standards.
• Works with teams to obtain primary and secondary documentation to pass a Medicaid claim as needed.
• Serves as the back-up HCBS Waiver Coordinator.
• Assists with the development of a training manual for the department, unit, and/or specific job responsibilities.
• Facilitates applicable New Employee Orientation training.
• Presents written and oral communication in a professional manner consistently.
• Maintains a good time and attendance record, notifies supervisor of any absences, and covers for other staff as agreed upon during requests for time off.
• Ensures that a meeting is held, and all information needed to complete tasks is provided to designated back-up staff prior to all scheduled time off.
• Completes all required trainings.
• Performs additional tasks as assigned by supervisor.
