Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Chief Safety & Security Officer, G-20, and be eligible for lateral transfer.

Peace Officer Requirements: Safety and Security Officers have peace officer status as authorized under Criminal Procedure Law Section 2.10 and Sections 7.25 and 13.25 of Mental Hygiene Law or Section 455 of Public Health Law. As such, they must meet the requirements for appointment to public office defined in Public Officers Law Section 3 (1) and for continued employment as required in Section 30.

Safety and Security Officers are peace officers and must be qualified to hold such office in accordance with state law. U.S. citizenship is required. Conviction of a felony may bar appointment.

This position requires vaccination against COVID-19.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Chief Safety & Security Officer, G-20, position assigned to the Administrative Support Services Group (ASSG), Environmental Health & Safety Unit. The incumbent of this position will serve as the Statewide Safety & Security Training Director, managing and directing all operations for the mandated training for all Safety & Security Officer positions located statewide at 22 psychiatric centers, two research institutes, and one secure treatment and rehabilitation center. This position will be responsible for planning, organizing, developing, conducting, and reviewing major training and development programs to improve performance outcomes of agencywide Safety Department operations and ensure compliance with Division of Criminal Justice Services (DCJS) training requirements. Specific duties to be performed may include, but are not limited to the following:

Coordinate and oversee bi-annual seven-week academy classes which include: securing training space, identifying and scheduling cadets, prepare lesson plans and course materials, teaching various classroom topics, scheduling instructors, serving as a liaison between cadets and Central Office, proctoring final exams, graduation preparation for cadets, family, and OMH staff.
- Research various sources to find information, materials, and technologies to help in the design and development of training programs.
- Recommend and request purchase orders for new equipment and supplies (i.e. make, model, etc.) for training purposes. Ensure training academies and instructor development training locations have the necessary equipment in place to facilitate training activities.
- Create and review training schedules (current and proposed) to ensure the least disruption to agency operations.
- Build, maintain, and adapt existing curriculum to provide for safety officer training needs. Submit training curriculum to DJCS to obtain their approval.
- Prepare academy curriculums and schedule instructors to facilitate training. Update course lesson plans to meet current DCJS requirements and assign instructors lesson plans to conduct training at academy.
- Review evaluation of courses by safety officers and/or other participants to determine deficiencies in content and emphasis of courses; provide corrective measures to ensure training is meeting the intended goals.
- With appropriate DCJS Certification, lead and conduct courses for the Safety Officer Training Academy.
- Prepare academy rosters for submission to the DCJS along with any changes to the course curriculum, file pertinent paperwork with Central Office, and participate in a post-academy de-brief between the director and instructors.
- Assist in the development of a state-wide plan to incorporate training into all aspects of safety officer development, from on-boarding to separation, including the facilitation of a two-week Instructor Development Course (IDC) and a two-week Defensive Tactics Instructor Course (DTI).
- Recommend contract language with outside instructors (current and/or retired law enforcement) to provide specific training and development programs. Assist in negotiating and approving, if necessary.

Work with Chiefs Safety & Security Officers, across New York State in each facility, assess training and development needs by observing Safety Department staff and conducting training needs assessments to provide recommendations to meet defined training objectives. Assist in the development and delivery of in-house training courses for safety officers.

Attend trainings or educational seminars involving training or legal updates which would be required to update existing or to create new material.

Assist in the development of agency policy and procedures to ensure that the content is consistent with agency training and established or new laws.

Communicate with agency attorneys regarding legal updates which affect training policy and procedure.

Ensure Agency compliance with all annual mandated training by the Municipal Police Training Council (MPTC) and DCJS.
