Candidate must be a qualified employee of New York State, have a Registered Nurse license and current registration to practice nursing in New York State, a bachelor’s degree in nursing; and one year of service as a Registered Nurse Supervisor 1. If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score you may not be retained.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES: Under the Direction of the State Operations Deputy Director, the Director of Nursing will manage the Metro State Operations and Family Care nursing services in the Bronx and Manhattan. The Incumbent will oversee and coordinate day-to-day operations and activities; monitor and evaluate the provision of nursing services for individuals diagnosed with developmental disabilities; and ensure compliance with State and federal requirements and standards of nursing care.

The Director of Nursing:
• Develops, implements, and modifies nursing policies and procedures in accordance with regulatory requirements and standards of care.
• Provides nursing-specific technical assistance, guidance, and consultation to DDSOO staff and voluntary provider agencies.
• Coordinates nursing services with other disciplines and departments to ensure quality, effective, and integrated care.
• Monitors staffing levels, assignments, and scheduling to ensure quality care and effective utilization of staff; identifies and resolves staffing needs; and reviews and recommends schedule adjustments to maintain appropriate levels of care. Directly supervises Nursing Supervisor 1 and other nursing titles when necessary.
• In collaboration with human resources and training staff, participates in and oversees recruitment and hiring processes, and the planning and coordination of training and continuing education programs for nursing and direct care staff.
• Monitors the licenses and credentials of nursing staff; and ensures that required credentials and levels of continuing education are maintained.
• Performs quality assurance activities; oversees and evaluates the quality and appropriateness of nursing and direct care services; identifies problem areas and/or opportunities for improvement; and reports and recommends modifications related to nursing aspects of care, policies, and/or procedures.
• Monitors nursing department expenditures.
• Represents the nursing discipline on various committees and workgroups; and establishes and maintains relationships with local nursing schools and/or other organizations to maximize resources and achieve nursing goals.
• Communicates clinical data collected through direct observation, interview, clinical assessment, records review to appropriate staff in order to guide care delivery.
• Ensures timely dept. follow-up and documentation of all recommendations for specialized services/ consultations.
• Utilizes available technology to maximize clinical operations including but not limited to electronic health record.
• Facilitates timely and effective communication between care team members and provides direction and support to ensure that consumer health and wellness needs are addressed timely.
• Facilitates, schedules, and tracks the completion of orientation requirements and annual training/education requirements for nursing services ensuring that requirements are met.
• Reports issues, complaints, and concerns made by nursing personnel to supervisor and assists in developing and implementing corrective action strategies.
• Participates in OPWDD’s Central Office Nursing Meetings, Committee and provide feedback.
• Other duties as assigned.
• Partakes in policy making and will serve as subject matter expert on policy committees.
