Minimum Qualifications MINIMUM QUALIFICATIONS:
Possession of a license and current registration as a licensed master social worker in New York State and one year of post-licensure social work experience. ADDITIONAL REQUIREMENTS FOR APPOINTMENT:
1. Background Investigation/Justice Center Review: The names of all prospective employees will be:
• Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
• Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;
and may be:
• Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.
You will be responsible for payment of all required fees.
2. Medicaid and Medicare: In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.
3. If appointed, you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and you lose the ability to bill through Medicaid and Medicare, you may be terminated from your employment.
4. Credentials will be reviewed at the time of interview. All statements made on the application are subject to investigation.
5. Continued employment as a Licensed Master Social Worker 1 is dependent upon current licensure and registration by New York State as a Licensed Master Social Worker or Licensed Clinical Social Worker. Loss of licensure or registration may result in removal from employment.
6. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
7. New York State residence is not required.

Duties Description POSITION DESCRIPTION:
The Licensed Master Social Worker 2 will serve as the Habilitation Specialist Clinical Coordinator and will report to the Director of
Quality Improvement and provides training and technical assistance to Habilitation Specialists and Treatment Team Leaders on
completing service delivery documentation. The position is vital to revenue generation as it is a primary source of support for all billing
guidance. This position works closely with the Medicaid Compliance Liaison.
DUTIES:
• Teach, educate, and provide support to the Habilitation Specialists and residential leadership team on service
documentation standards and effective implementation of standards.
• Serve as discipline coordinator for all Habilitation Specialists, complete training on duties for new staff and hold department
meetings. Conduct face to face and video conference meetings with Habilitation Specialists to provide support and training
as needed.
• Maintain spreadsheet of staff contact information, completed trainings, and outstanding trainings.
• Assist with assessing and evaluating documentation errors for Habilitation billing documents. Completes a thorough
assessment and evaluation.
• Completes a comprehensive report with documentation support, including previous trainings provided.
• Ensure that routine site reviews for service documentation are completed with each Habilitation Specialist and Residential
Habilitation staff that are responsible for ensuring implementation of billing.
• Provide follow up reviews following self-disclosure to ensure that all issues are addressed, implementation of corrective
actions continue, and relevant data is maintained on a spreadsheet.
• Conduct in-person site visits to assess for survey readiness.
• Provide expert operational technical assistance to day habilitation programs and residential programs concerning
preparation for and follow up to site-specific surveys.
• Serve as back-up to the Medicaid Compliance Liaison: assist with completing quarterly validation surveys of claims,
determining whether services were billed correctly within the Medicaid standards, and educating staff on Medicaid
Compliance and effective implementation of standards.
• Work with teams to obtain primary and secondary documentation to pass a Medicaid claim as needed.
• Assist with the development of a training manual for the department, unit, and/or specific job responsibilities.
• Facilitates applicable New Employee Orientation training.
• Presents written and oral communication in a professional manner consistently.
• Maintains a good time and attendance record, notifies supervisor of any absences, and covers for other staff as agreed upon during requests for time off.
• Ensures that a meeting is held, and all information needed to complete tasks is provided to designated back-up staff prior to all scheduled time off.
• Completes all required trainings.
• Performs additional tasks as assigned by supervisor.
• This staff must be a QIDP/ Qualified Intellectual Disability Professional, formally called QMRP to provide oversight of Habilitation Specialists and Residential Habilitation staff.

Additional Comments PLEASE NOTE: The posted Hiring Salary includes the sum of the statutory hiring rate for ISU Grade 20 ($67,897), along with any special salary treatments in effect for this position in this location, such as a Downstate Adjustment ($3,026). The posted maximum salary (Job Rate of $86,140) includes the previously mentioned Downstate Adjustment.
