Duties Description The position is located in the Pollution Prevention (P2) Unit in the Division of Materials Management (DMM). The primary responsibilities will include management of the following programs:
• Hazardous Waste Reduction Planning (HWRP) Program – This position will support the management of the HWRP program. In general, work on the HWRP will ensure that the program is being implemented in compliance with ECL 27-0908 and existing Department guidance. This work will include the following tasks:
• Managing receipt of all submittals for the HWRP program and tracking DEC response to submittals and facility compliance with HWRP requirements.
• Reviewing annual hazardous waste generator data and developing a list of those facilities potentially subject to the HWRP. Coordinating with other Division staff to identify permitted treatment, storage and disposal facilities that are required to submit HWRPs.
• Preparing and distributing correspondence, late notices, outreach material, GovDelivery posts and/or emails to notify generators of the need to submit HWRPs, and follow-up reports.
• Conducting detailed review of the HWRPs, biennial updates, and annual status reports to assess whether all material required, per ECL 27-0908 and Department guidance, is included.
• Conducting initial outreach to sites that have submitted incomplete annual status reports and biennial updates.
• Maintaining filing system that allows relevant Division staff access to current correspondence and submittals.
• Entering key data into the HWRP program data management spreadsheet.
• Assisting with periodic site visits to HWRP facilities.
• Assisting with updates to DECinfo Locator layer showing the HWRP sites on an annual basis.
• GreenNY – This position will also assist with the DEC’s efforts to support the agency sustainability and green procurement objectives in Executive Order 22. This work may include supporting the development of green procurement specifications and writing/editing sections of the annual GreenNY Report to the Governor.
• Other duties as assigned to support the Division or P2 Unit, including correspondence and report preparation, implementation of new programs, assisting with existing programs, presentations, participation in meetings, and public outreach.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overnight travel may be required. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Telecommuting may be available, will be discussed at interview.
