Minimum Qualifications MINIMUM QUALIFICATIONS: Eligible List: After one year of the service as a Program Operations Specialist 1, successful candidates will be qualified for appointment from the eligible list. Candidate must be reachable for appointment on Current Eligible List for this title. OR

Transfer:
Candidates must have permanent competitive status in the Program Operations Specialist 2 title and be eligible for lateral transfer; OR be eligible to transfer via section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

• Demonstrated expertise in data collection, governance, and maintenance of data integrity
• Proficiency in spreadsheets and databases
• Preferred knowledge of analytical and business intelligence software including SPS and Power Automate, Tableau, and Crystal Reports
• Proficiency in other Microsoft software including, but not limited to, outlook, excel, powerpoint, word, and teams

Duties Description POSITION DESCRIPTION:
Position will be required to perform technical activities involving collection, oversight, analysis and governance of Field Office Operations data supporting the nine units of Field Office activity: Eligibility, Front Door, Waiver, Self-Direction, Crisis, Housing, Fiscal, Property and Quality Management and Technical Assistance.

Primary Duties and Responsibilities:
As a Program Operation Specialist 2 in the Quality Management and Technical Assistance Unit the duties will include but are not limited to:
• Serving as the data lead within one of the five Regional Field Offices
• Producing data by querying data repositories and generating periodic reports and visualizations
• Assessing data structures and how they can be used to produce desired reports
• Devise methods for identifying data patterns and trends in data sources
• Testing, validating, and reformulating data to ensure integrity
• Partnering with Central Office SPS Data Analytic personnel and Leadership involving data collection and reporting
• Communicating with SPS leadership using a variety of data-driven tools and work with other team members on effective tool usage
• Reviewing Field Office activities to proactively identify areas where data can help identify goals and objectives and/or assess progress and performance of activities
• Ensuring data integrity for data collected in respective units through, sampling, validation and other methods
• Supporting knowledge transfer of data analysis skills, tools and software with unit staff located in the Regional Field Office to expand data knowledge
• Providing analysis for Regional Office Leadership and Central Office regarding staff output, compliance, bench mark timelines, and other information, as needed
• Providing statistical background for analyses and providing expertise for evaluative work with staff
• Participating in IT development projects that will support SPS activities
• Creating written reports and effectively communicating and presenting results
• Supporting other analytical activities, as needed
