Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

- One year of permanent competitive service at Salary Grade 12 or higher AND EITHER:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below; or
Eligible for transfer under Section 70.1: Permanent competitive service as a Tax Compliance Agent 1, Crime Victims Specialist 1, Comp Claims Examiner, Underwriter. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, search "GOT-IT".
Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligible):
Either 1. four years of qualifying experience;*
Or 2. an associate's degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security AND two years of qualifying experience;*
Or 3. a bachelor's degree or higher in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security.
*Qualifying experience: For the purposes of this examination, experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings.
55-b/55-c Candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Duties Description The Office of Internal Investigation’s (OII) mission is to ensure that allegations of improper conduct are investigated thoroughly and impartially, protecting the interests of the Department of Environmental Conservation (DEC) and upholding the rights and obligations of DEC employees.
Job Duties
• Takes complaints concerning employee misconduct from the public,
management and employees, including the oversight of the OII complaint hotline during work hours.
• Reviews assigned cases or complaints to determine the applicable section of law, rule, regulation, or Department policy that have been violated.
• Plan the scope and method of an investigation based on office policy, the accessibility of information and the importance of the case.
• Meets with and interviews witnesses, complainants, and other appropriate individuals, including members of the public, to obtain information related to the investigation.
• Take statements from individuals in an appropriate format, to include a full description of the facts needed to support the investigation.
• Reviews documents to extract pertinent information and verifies the validity information obtained through comparison with other sources or consultation with agency program staff.
• Develops leads; conducts surveillance and engages in undercover work. May involve the use a cameras, GPS, or other equipment to document findings.
• Obtains and safeguards evidence according to agency procedures and legal requirements.
• Conducts in-depth analysis of agency records and documents, utilizing quantitative analysis techniques. Advanced knowledge of Excel to conduct analysis on large data sets and produce concise tables for investigative reports is strongly preferred.
• Prepares factual written reports of information gathered during an investigation and discusses investigative findings and recommendations with supervisors and other stakeholders.
• Testifies at administrative hearings regarding the details of investigations and related conclusions.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
