Minimum Qualifications For Provisional Appointment:
One year of permanent competitive or 55 b/c service as a Professional Engineer 1 (Environmental).
Please be advised, an exam announcement for the Professional Engineer 2 (Environmental) has been issued (Exam Number 38-922) and the written test was scheduled to be held on May 13, 2023. To be eligible for provisional appointment, in addition to meet the above minimum qualifications, candidates must also have been registered for this exam. If a candidate meets the above minimum qualifications but was not registered for this exam, provisional appointment will not be possible.
For Permanent Appointment:
Reassignment – Currently in the title and an employee of DEC
or
Reinstatement Eligible – Previously held the title on a permanent competitive basis.

If there are no more than three individuals interested from among the interested qualified applicants, it may be possible to make a permanent appointment via non-competitive promotion.

Duties Description The incumbent will serve as a shadow to the current Professional Engineer 2 (Environmental) in the Division of Materials Management. Specific duties will include:
Managing and leading Region 1’s Resource Conservation and Recovery Act (RCRA) program within the Division of Materials Management. Managing resources, including budget, files, and equipment.
Managing the program’s activities to regulate hazardous waste management through permitting, inspection, compliance, and enforcement. Coordinating those efforts with RCRA in Central Office; other programs and regions; and other state, federal, and local law enforcement and regulatory agencies.
Developing RCRA staff; supervising their day-to-day activities. Preparing annual work plans, assigning workloads, and setting priorities. Performing administrative duties related to time and attendance, performance evaluations, internal controls, travel, etc.
Providing guidance to staff in both technical and policy matters. Ensuring compliance with DEC policies, including those related to health and safety.
Communicating with and representing DEC and Region 1 to the public, other agencies, consultants, and the regulated community. Participating in meetings, giving testimony, and making presentations as needed.
Responding to internal and external inquiries. Keeping the Regional Director, Regional Engineer, and other involved DEC managers informed of program accomplishments, emerging issues, and high-profile matters.
The position requires strong communication skills, in person, by telephone, and in writing.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Travel may be required. Overtime may be required. Overnight travel may be required. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 40 pounds. If not a certified RCRA inspector, must successfully train and obtain certification after appointment. Telecommuting may be available, will be discussed at interview.

Location Pay: $3,026. If not a certified RCRA inspector, must successfully train and obtain certification after appointment.
