Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.

Duties Description Supervises and trains the CMS 2 and CMS 1 to ensure that assigned work is understood and completed; staff is utilized effectively and as necessary to complete required tasks..
Effectively and appropriately communicates orally and in written material with peers, co-workers, superiors and subordinates to move work forward and resolve issues as needed.
Direct and participate in the development, review and evaluation of RFPs, IFBs and other OCFS procurement activities to ensure financial, contractual and NYS laws, rules and policies related to the procurement are incorporated into bids.
Direct and participate in the development and use of evaluation criteria used for OCFS procurements and ensure compliance with NYS laws, rules and policies.
Assist the Director and upper management in the development of OCFS procurement process documents, trainings, policies and procedures and related system implementations. Coordinate efforts and input of staff and other agency divisions into the conversion to new and innovative approaches to contracting and prompt contracting regulations.
Manage and track agency procurement deliverables to assist programs in meeting the established timelines with the goal of having contracts in place by the contract start date. Follow up with staff on transactions and escalate issues to Assistant Director and Director as needed to keep procurements on track to the extent possible.
Work toward the goal of expediting the procurement process, decreasing the overall time frame of procurements by assisting the Director in improving procurement templates, implementation of instructions and forms and provide input into methods to streamline the procurement process including program in review and input into recommendations.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
