Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2
Preferred Qualifications: The preferred candidate must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with internal and external stakeholders. In addition, the ideal candidate possesses strong analytical and computers skills, has experience with NYS procurements and contracting, and has the ability to coordinate and manage multiple activities.
Duties Description The MAS 2 is a supervisory position within the Bureau of Specialized Services for Children (BSSC). The incumbent will assist with the oversight and management of the following programs and services for Medicaid members birth to age 21 years old: Health Home Serving Children’s (HHSC) program, the 1915 (c) Children’s Waiver of Home and Community Based Services (HCBS), Children and Family Treatment and Supportive Services (CFTSS), and 29-I Health Facilities by foster care agencies. This position will assist the Unit Leader and staff in a broad range of program planning, implementation, evaluation, and reporting activities. Specifically, assisting with the Public Health Emergency unwind by assisting with guidance, policies, procedures, and training development, and ensuring consistency of materials for in training, posted to the website, and communicated to stakeholders. The individual will be engaged in the review, analysis and interpretation of new and existing Federal and State legislation, regulations, and policy; participate in the development of programs, services, policies, and regulations; and drafting and disseminating policies, guidance documents, state plan amendments and waivers. The incumbent will participate in procurements and routine contract management functions. This position will be involved with program monitoring and evaluation, including monitoring and reporting on program compliance and service utilization. Other activities as may be deemed necessary in response to the changing needs of OHIP.
