Minimum Qualifications "Current New York State Department of Health employee with permanent or contingent permanent, competitive status as a Health Program Administrator 1, Grade 23.

OR: New York State employee with one year of permanent or contingent permanent, competitive service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law."


Preferred Qualifications: The preferred candidate will have knowledge and experience in training, program coordination, and project management functions, and the ability to work with internal and external stakeholders. Experience with learning management systems, emergency preparedness exercises, and the Federal Emergency Management Agency's Homeland Security Exercise and Evaluation Program (HSEEP) is preferred. Experience communicating with a diverse set of stakeholders in written and verbal forms is preferred, as well as effective organizational skills for a large, multifaceted, emergency preparedness organization.

Duties Description "The Health Program Administrator 1, Grade 23, will organize and coordinate health emergency preparedness education programs and exercises throughout the State; arrange venue contracts and purchasing requisitions; develop trainings, exercises, and volunteer programs for relevant public health preparedness initiatives for Department staff, local health units, and healthcare partners; and consult with subject matter experts to develop training materials and exercise plans and logistics.

This position will review and assess emerging public health threats, research training and response programs for statewide implementation; participate in tabletop, functional, and full-scale drills and exercises as an evaluator; review trainings and exercises, and plan additional programs; contribute to training metrics and other data for the development of grant applications and reporting requirements; assist with writing training and exercise-related summaries for grant proposals; manage course materials and other resources available in electronic learning management systems; and provide statewide support for Office of Health Emergency Preparedness specific trainings. "
