Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Pro0gram Research Specialist 2, Grade 23, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Program Research Specialist, Grade 23, under Section 52.6 of the Civil Service Law
Preferred Qualifications: Experience working with complex data systems, specifically health-related data, as well as familiarity with usability, quality, and integration principles. Supervision experience.
Duties Description "The Program Research Specialist 2 will work in the Office of Quality and Patient Safety, the Center for Health Data Innovation. The incumbent will oversee implementation of data management systems for the All-Payer Database (APD) and Statewide Health Information Network for New York (SHIN-NY). This is a supervisory role.
The incumbent will be responsible for implementing a data management system for the All-Payer Database that can manage the provisioning, monitoring, archiving, and reporting on all authorized users. This will also require creating formal documentation of project status and process documents. The Program Research Specialist will also be responsible for maintaining compliance for the APD system including internal controls.
This position will also be responsible for creating a data management system for the SHIN-NY that can manage the provisioning, monitoring, archiving, and reporting on all authorized DOH users. During implementation, the incumbent will create formal guidelines and implement auditing procedures for SHIN-NY data access. Once operational, the Program Research Specialist will have oversight of the SHIN-NY data access process, provisioning, and auditing.
The incumbent will be expected to assess current systems and stay up-to-date on emerging technologies/opportunities. Based on information available, the Program Research Specialist should prepare formal recommendations including cost/benefit analyses and implementation timelines. These recommendations, along with regular project status reports, will need to be presented to Office leadership."
