Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Medicare and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; experience using electronic data systems, such as eMedNY and NYSOH Back Office; and supervisory experience.
Duties Description "Within the Division of Eligibility and Marketplace Integration, Bureau of Consumer Relations and Local District Support, and Upstate Eligibility Systems, Local District Support Unit, the incumbent will assist New York State with timely and efficient implementation of continuous coverage unwind operations, and provide ongoing support for the administration of New York’s health insurance programs. Specific duties and responsibilities may include:
Supervise a team of Medical Assistance Specialist 2 staff that function as supervisors over Medical Assistance Specialist 1 and other staff in providing guidance and technical assistance to Local Districts regarding Medicaid policy, Assist Medical Assistance Specialist 4 and higher-level staff with oversight of bureau operations by supervising the work of program units, Provide Medicaid eligibility and enrollment policy expertise by reviewing proposed changes to program policies and procedures, and by ensuring changes are consistent with program goals and requirements, Ensure applicable policy and programmatic changes are clearly communicated in writing or verbally to Local Districts in a timely manner, Oversee staff in interpreting and clarifying Medicaid eligibility and enrollment policies, procedures, and requirements for lower-level staff, Local Districts, and outside parties as needed, Review applicable legislative proposals and regulatory amendments and determine their impact on operations; advise higher-level staff of impact on operations, and propose changes based on program expertise, Oversee quality assurance activities for staff and contractors, participate in meetings to ensure consistent application of quality assurance guidelines, Provide training to lower-level staff and Local Districts regarding regulatory requirements and program operations. "
Additional Comments "For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
