Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: The preferred candidate will possess strong written and verbal communication skills. Experience in using Microsoft Office is strongly desired including proficiency in the use of Word, Excel, Access, and PowerPoint. Experience with state contracts and procurements. Working knowledge of the Statewide Financial System (SFS) and the Grants Gateway is preferred. Ability to work well in a team and manage multiple competing priorities is required.
Duties Description Oversight of voucher processing and contract management for new initiatives. Ensure accuracy of information submitted, follow up on issues as necessary, and facilitate timely payments. Assist Office of Aging and Long Term Care (OALTC) programs with the processing of Grant and Miscellaneous contracts, troubleshoot issues related to contracts and procurements. Work with the Department of Health Division of Administration, other state agencies, and vendors. Assist in the management of Temporary Staff within OALTC. Prepare and review expenditure plans, assist in the preparation of state and federal budget projections. Review spending and assist staff with procurement processes.
Additional Comments "For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
