A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics*, research methods, or statistics AND two years of professional research experience in health care financing** performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations OR
A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics*, research methods, or statistics AND an additional nine semester credit hours in epidemiology AND one year of professional research experience in health care administration, public health or health care evaluation performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
Preferred Qualifications: Advanced proficiency in Microsoft Excel and other Microsoft Office applications, statistical analysis tools/software/systems and data management systems; Experience performing complex data analysis/management; Strong organizational, analytical, and processing skills required; Familiarity working in a dynamic team setting, and ability to collaborate with a diverse team in a fast-paced atmosphere; Experience measuring and quantifying the evaluation of health inequities, health disparities, and/or social determinants of health through data analysis preferred; Understanding of health equity, health disparities, social determinants of health preferred; Familiarity with the landscape of NYS hospitals and Article 28 facilities preferred; working with or within hospitals and Article 28 facilities a plus.
Duties Description Reporting to the Program Data Analyst (Program Research Specialist 2), the Program Research Specialist will support the Unit's data analysis activities by collecting and processing data submitted through Health Equity Impact Assessments from health care facilities across New York State and perform data manipulation tasks with quantitative data such as data construction, merging data files, and data cleaning. The Program Research Specialist will also analyze and interpret data following analytical methods, and evaluate and prepare tables, graphs, fact sheets, and written reports summarizing analysis results. The Program Research Specialist will assist with short- and long-term outputs and outcomes of Health Equity Impact Assessment data across New York.
Additional Comments This is a two year traineeship and upon completion you would be a Grade 18. The Trainee 1 is equated to a Grade 13 and the Trainee 2 is equated to a Grade 14. The salary range reflects the G13 hiring rate through job rate at G18. Grade 18 hiring rate is $63.108.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
