Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

70.1 Transfer:
For a 70.1 transfer to an Associate Actuary Life, SG-24, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 22 or above.

52.6 Transfer:
For a 52.6 transfer to an Associate Actuary Life, SG-24, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 22 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Under the general direction of higher-level actuaries, the Associate Actuary is responsible for the following:

Fiscal Notes
Update fiscal notes for a new legislative session. Check novel fiscal notes, recommending revised methodology where appropriate. Develop a mastery of Access. Develop a mastery of PeopleSoft data and cases. Review and check all revisions to fiscal note policies.

Actuarial Data Aggregation and Year End File Creation
Develop expertise in the process used to aggregate and validate actuarial data used in the annual valuation input files. Develop a mastery of PeopleSoft data tables and cases. Develop a mastery of TSQL and PL/SQL.

Publications
Check actuarial reports and miscellaneous calculations using excel and word editing skills. Develop a mastery of the actuarial valuation book, the report of the actuary, and the actuarial components of the ACFR and insurance report. Begin developing exhibits independently, as requested, and otherwise review and check all entries in these documents.

Actuarial Calculations
Perform bond refunding, workers compensation offsets, escalation, COLA, structured judgements, and option 4 calculations (including qualified domestic relations orders). Develop a mastery of Excel. Develop a mastery of bond refunding and option 4 calculations. Assure QDRO compliance.

Actuarial Assumptions Research
As directed by the Chief Actuary, perform independent research of outside forces impacting various actuarial assumptions, by conducting in-house studies and reading professional literature, and report findings. Support the development of presentations delivered by the Chief Actuary. Support the development of the Actuarial Assumptions Report. Draft memorandums establishing policies and procedures for actuarial bureau for review by the lead actuary.

Additional Comments Desired Competencies
• Experience computing optional pension allowances as directed by Qualified Domestic Relations Orders
• Experience computing actuarial equivalence, option factors and annuities according to NYSLRS’ laws and policies.
• Experience reviewing present value calculations and the development of pension liabilities.
• Knowledge of NYSLRS’ retirement plans
• Experience working with large datasets.
• Experience reviewing actuarial reports – like the Comprehensive Annual Financial Report
• Experience with developing and reviewing SQL scripts.
• Commitment to taking and passing actuarial exams.
• Strong computer skills – SQL, Access, Excel
• Strong computational skills
