Minimum Qualifications Promotion: New York State Professional Engineer's license and current registration, and one year of service as a Professional Engineer 1 (Mechanical).

Duties Description • Serves as Supervisor of the Technical Services Unit within the Division of Facilities Planning and Development.
• Provides technical assistance and makes recommendations for department-specific mechanical, electrical and HVAC equipment.
• Assists in the development of and periodic review of Department construction standards involving building mechanical, electrical and HVAC Systems
• Reviews, comments, and approves project plans and specifications, and portions thereof, involving building systems (mechanical, electrical HVAC, etc)
• Develops and implements operational and maintenance procedures required to operate and maintain building systems
• Review and approves, in conjunction with DOCCS Staff, existing procedure to ensure operational efficiency and maintenance procedures
• Conducts annual site visits to review physical plant operations, reports on findings, and ensures resolution of physical plant issues
• Assists with energy efficiency and compliance regarding applicable executive orders and mandates
• Recommends projects for inclusion in Facility 5-Year Capital Plan
• Oversees the implementation of computerized Asset Management and Inventory Control System (EAM)
• Assists in the negotiation of municipal agreements for utility contracts (water, sewer, etc.)
• Provides technical assistance to the Division in the area of capital construction to the budget office, facilities and assists in the preparation of budget requests
• Provides input and recommendation to project programs, designs and contract awards, as appropriate
• Identifies new technologies and systems for consideration for use in DOCCS Facilities
• Evaluates existing processes and procedures for compliance and efficiency. Makes recommendations for same
• Provides technical review of equipment for applicability. Reviews in-house equipment installations conducted by facility personnel for appropriateness and suitability, while ensuring compliance with applicable codes and regulations
• Assists in the prioritization of project work. Assigns work to subordinate staff to meet department goals and initiatives
• Recommends areas for improvement/efficiency
• Evaluates start-up and shut-down procedures and makes recommendations for approval to appropriate personnel
• Develops and delivers training to facility maintenance personnel
• Assists in calculating and negotiating cost-effective utility rates with municipalities; assists counsel in the development of same
• Recommends rehabilitation or improvement programs aimed at updating processes and equipment to facilitate meeting regulatory standards
• Oversees Department Emergency response equipment deployment, maintenance, and readiness programs.
• Provides after-hours emergency construction coordination on a rotating basis.
• Other appropriate duties as assigned by the Director, Assistant Director, and/or Executive leadership
