Minimum Qualifications Education Level required: Bachelor’s Degree in Urban Planning, Economic Development, Business Administration, Real Estate Finance, or a related discipline preferred. Master’s degree preferred.

Experience required: 3+ years of experience performing financial analysis of large real estate transactions and commercial loans. Experience in urban planning, real estate development, or other economic development experience in a demanding analytic environment preferred.

Knowledge required: The ideal candidate will have advanced Excel skills and sufficient knowledge to independently develop and analyze financial proformas for real estate development projects. The candidate must also have working knowledge of various forms of tax credits (LIHTC, HTC & NMTC) and an understanding of EB-5 transactions. The candidate should also have strong demonstrated written and oral communications and presentation skills; ability to 'set up the problem', manage projects against tight timelines, and work well in teams; ability to look at the big picture and search for insightful, creative solutions; ability to prioritize among competing needs and opportunities; enterprising and resourceful, organized and results oriented; energetic, pro-active, collaborative and strategic; knowledge of New York State and/or general issues relevant to economic development.

The Senior Project Manager, Real Estate Finance and Development will work closely with the Executive Vice President and Senior Vice President of Real Estate and Planning and the staff of the Real Estate Development Division. They will lead financial analysis and project management on real estate projects that foster community and economic development and the generation of additional revenues or housing/other opportunities for Empire State Development (ESD) and New York State (NYS).

Work Performed (List duties of this position):
• Develop financial models to evaluate various real estate development proposals
• Conduct due diligence and draft memoranda on developer and deal feasibility
• Manage planning, securing entitlements, economic analysis, and real estate transactions for several large-scale housing, economic development, and open space projects throughout NYS
• Interface with staff at NYS agencies as well as with local and county governments that partner with ESD on real estate projects
Possible Projects:
• Create/modify custom excel worksheets to detail development projects financial plans
• Development of reuse plans/strategies for surplus properties located throughout NYS
• Provide analytical and technical support to a variety of projects across NYS
• Support the Senior Vice President for Real Estate and Planning in conducting financial analysis for real estate development projects
• Assist in the development of General Project Plans for high-impact Civic Projects throughout NYS
