Minimum Qualifications Bachelor’s degree in Epidemiology, Public Health, Biology, Infection Control, Biomedical Science, Statistics/Biostatistics, Environmental Health, Environmental Science, or a closely related degree and four years of professional post-degree scientific research experience; or a Master’s degree in one of the above mentioned fields and three years of post-degree professional scientific research; or a Doctorate in one of the above mentioned fields and one year of post-degree professional scientific research.
Preferred Qualifications: Experience with survey methods, including survey design, sampling, and questionnaire development. Familiarity analyzing data from the BRFSS or other population-based telephone surveys. Intermediate data management skills using SAS. Experience integrating health equity principles into survey/study design or data analysis. Master's or Doctorate degree in social sciences, epidemiology, public health, or a related field.
Duties Description The New York State (NYS) Bureau of Chronic Disease Evaluation and Research houses the New York State Behavioral Risk Factor Surveillance Survey (BRFSS). BRFSS is the nation's foremost system of health-related telephone surveys that collect data about New York residents regarding their health-related risk behaviors, chronic health conditions, and use of preventive services. The Research Scientist III will be responsible for oversight of all aspects of the BRFSS. The position is responsible for assuring New York meets federal grant requirements to administer surveillance activities and serves as the Department resource for BRFSS survey data methods, collection, and analysis. This position will maintain communication with CDC technical advisors, oversee and coordinate data collection activities including survey design and communication with the vendor responsible for data collection, conduct data analysis of BRFSS data, and lead other analyses and evaluation projects in collaboration with various NYSDOH program staff in support of their public health initiatives. The NYS BRFSS Coordinator will respond to data requests and prepare data briefs, written summaries of findings, annual CDC grant applications, and progress reports. The incumbent will contribute to the evidence base by engaging in professiopnal scientific research to improve public health practice to address chronic disease. The incumbent will also disseminate and present data and findings for use by internal stakeholders, public health programs and policy makers.
Additional Comments Cointingent-Permanent, full-time, non-competitive appointment. Occasional travel, including overnights and travel to areas that may not be served by public transportation, is required (~5%).

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
