Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6, or 70.4 of the Civil Service Law.

70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.

Successful completion of a two-year traineeship leads to appointment as a DHSES Program Administrator 1, SG-18

Duties Description The incumbent will support the Disaster Recovery Public Assistance Field unit. The duties include, but not be limited to:

• Understand program policy and priorities in support of DHSES Recovery Program goals.
• Assist the DHSES JFO Liaison in establishing and operation of the JFO and Field staff during active disasters, establish procedures for tracking applicant and project status for all applicants, and conduct Applicant Briefings as needed.
• Provide appropriate training in coordination with County Emergency Managers and DHSES OEM Regional leadership and ensure information is accurate and presenters are capable.
• Facilitate, participate in, and deliver trainings and workshops to inform and educate applicants and staff of recovery program and administrative processes.
• Coordinate with Field Unit staff and Supervisors to identify training needs and ensure timely delivery to the Field Staff.
• Coordinate with FEMA and other Unit/JFO personnel to ensure the necessary obtaining rights are granted to personnel during active disasters and coordinate DHSES personnel support for FEMA training. Provide appropriate training in system use and act as the point of contact between DHSES and FEMA to address and resolve System problems at the JFO.
• Understand and be conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.
• Provide accurate policy guidance (from the Stafford Act, 44 CFR, 2 CFR, and other PA policies) to DAR staff and applicants.
• Provide guidance and supervision of assigned staff. Approve time sheets and ensure compliance with DHSES policies and procedures.
• Attend meetings with FEMA, state agencies, and applicants as needed.
