Minimum Qualifications Candidates must possess a New York State Professional Engineer License and current registration. In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The Regional Traffic & Safety Group is responsible for a wide variety of duties and functions. The Traffic Signal Investigations Engineer (Professional Engineer 1) works under the supervision of the Regional Traffic Engineer to implement and progress regional Transportation Systems Management & Operation (TSM&O) goals.
The specific duties assigned to this position may include, but are not limited to the following:

• Perform traffic signal studies in compliance with applicable standards, laws, rules, regulations, policies, and procedures; determine any changes to traffic control devices to address the outcome of the traffic studies, insuring compliance with federal and state standards on traffic control devices. These include, but are not limited to, signal warrant studies, and geometric/phasing modification studies, no turn on red studies.
• Review of highway work permit/local projects which include traffic impact statements, studies, and plan submissions to comply with NYSDOT standards. Coordinate, review, and approve Law Enforcement Equipment Permits. Develop, manage and coordinate agreements with local municipalities to install temporary power to traffic signals during emergency events.
• Manage traffic control device maintenance work orders and record plans under requirements contract and coordinate with regional planning, programming, design, construction, and maintenance partners as
well as local stakeholders. Manage implementation of regional TSM&O goals including but not limited to Non-Intrusive Detection devices, communication rollout, and new technology.
• Manage Advanced Traffic Management System and asset management database to provide accurate inventory of all regional traffic control devices (1000+ devices).
• Work with designers, planners, and operational staff in development of scope and plans for capital projects. Performing design review of traffic control devices (including signs, signals, and pavement markings) and work zone traffic control in support of the capital program as well as on an as needed basis.
• Provide traffic control device records as part of Freedom of Information Law (FOIL) requests. Facilitate and provide traffic signal response data pertaining to regional accident damage recovery program.
• Perform various professional engineering duties related to all types of traffic engineering and mobility; transportation systems management and operations, and safety evaluation and development based on operational need and as determined by the Regional Traffic Engineer.

Reassignments within the Traffic Group to address immediate engineering or operational needs can be expected.

At the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required or the ability to meet the travel requirements of the position must otherwise be demonstrated.

Additional Comments Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
