Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Health Care Surveyor 3, G22, or Community Nursing Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the Non-competitive minimum qualifications listed below.

Non-Competitive: Possession of a license and current registration as a registered professional nurse in New York State and three years of post-licensure, specialized professional administrative or professional clinical experience. Substitution: a bachelor’s degree in nursing may substitute for one year of post licensure clinical nursing experience. A master’s degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Experience providing direct care and supervision of staff in a health care setting. Experience in long-term care settings is a plus. The incumbent must have strong clinical skills and an understanding of the survey process. The incumbent must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with all internal and external stakeholders. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret laws and regulations governing skilled nursing facilities and adult day health care in New York State. High level of competence in using computer applications such as Microsoft Office Suite including but not limited to Office 365, Word and Excel. Working knowledge of Adobe, electronic transfer of data and electronic filing.

Duties Description The incumbent will supervise lower level clinical and program area staff. The incumbent will assist with daily bureau activities, including but not limited to: interpreting and clarifying State and Federal regulations and program policies to internal and external stakeholders; implementing quality assurance initiatives within the Nursing Home and Adult Day Health Care; prepare and analyze reports (utilizing ASPEN and the Health Commerce System) for quality assurance functions. The incumbent will prepare enforcement packets and repeat citation reviews; conduct character and competence reviews for licensure and additional Departments; monitor and track facility citations. The incumbent will assist as the Department's RN representative for facility IDR’s. The incumbent will develop interpretive guidance appropriate to the audience, including internal and external stakeholders. The incumbent will act as a technical resource and clinical expert regarding the long-term care facility Resident Assessment Instrument (RAI).

Additional Comments The incumbent must obtain Surveyor Minimum Qualifications Test (SMQT) within one year of appointment.
