Minimum Qualifications Minimum qualifications for Assistant Engineer (Environmental)/Engineer Trainee
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment, reinstatement, transfer or 55 b/c appointment in accordance with Civil Service Law.
The Engineering Trainee/Assistant Engineer (Environmental) are continuous recruitment examinations. Interested candidates must complete the online application here: https://www.cs.ny.gov/engineering/oc/ There is no fee for these exams.

Reinstatement Eligible - Previously held the title on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.

Minimum Qualifications for appointment to Engineer Trainee, NS:

A bachelor's degree or higher in engineering or engineering technology as listed below;

Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

OR proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.

Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.
NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year, you will be advanced to the appropriate appoint-level-changed (PR-50) Grade 20 Assistant Engineer title. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a bachelor's degree or higher as listed below;
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.

Duties Description 1. Conduct inspections and monitor and evaluate activities at Division of Water regulated facilities to
ensure compliance with applicable regulations. Prepare and present results of inspections, analyses, and
research assignments to Department managers and communicate inspection results to facility
representatives and consultants. Evaluate permit applications and technical documents to determine
compliance with regulatory and technical standards. Develop draft permit conditions and requirements.
2. Regulation of Municipal, Industrial, Private/Commercial/Institutional Wastewater collection and
treatment facilities, involving following tasks:
Review of facility operational data, monitoring reports, compliance documents, etc. to ensure permit
compliance and adherence to agency rules and regulations.
Review of SPDES permit applications, fact sheets, and facility permits, and development/drafting of
SPDES permits.
Performance of facility compliance inspections and documentation of findings including
communicating inspection results to facility operators and consultants.
Performance of engineering reviews of proposals, reports, plans and specs for SPDES permitted
facilities to determine compliance with regulatory and technical design standards.
3. Oversight of large farm (concentrated animal feeding operations) facilities throughout the Region, tasks
including:
Conducting compliance inspections and documenting findings.
Performing response to and inspections of complaints related to agricultural operations.
4. Conduct routine inspections as well as response to complaints at both construction sites and industrial
facilities to determine compliance with applicable General Permits for Stormwater Discharges from
Construction Activity and Industrial Activity.
5. Conduct sampling as needed, as well as required for Rotating Integrated Basin Strategy (RIBS) program.
6. Conduct and/or assist in response, including investigations and enforcement as necessary, of water
quality related complaints from the public or other sources.
7. Assist Regional DOW staff in monitoring conditions at DEC-operated Flood Control Projects during
periods of potential flooding.
8. Conduct and/or assist in inspection of low hazard dams.
9. Provide outreach and technical assistance to the regulated community.
10. Must be competent with Microsoft Excel, Word, and Power Point. Experience with GIS is favorable.
Must be able to manage multiple projects. Must be able to read and interpret regulations, technical
documents, and engineering plans. Must have strong verbal and written communication skills. Must be
able to communicate effectively and interact with the public.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas.
Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Telecommuting may be available, will be discussed at interview.
