Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 2.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Education Finance Specialist 2 position in the Office of Administrative Support Group. Under the supervision of the Director of Operations or an Education Finance Specialist 3, the incumbent will assist with all procurement related activities for OEP. This includes establishing processes to track all revenue and expenses, developing base budgets for State operations, and providing technical assistance related to procurement issues to all OEP program offices with the highest degree of independence and responsibility for the quality of their work. Duties of this position include, but are not limited to, the following:

• Assist the Director of Operations to develop, oversee, and monitor annual Base Budgets for OEP and its program offices, including ensuring that funds are allocated effectively and efficiently;
• Maintain a real-time record of all purchase requests, orders, payments, contracts, and MOUs related to OEP procurements;
• Assist program office liaisons to prepare all supporting documentation for procurements;
• Serve as day-to-day point of contact between the Bureau of Budget Coordination, Fiscal Management, Office of Counsel, and OEP program offices related to procurements;
• Assist the Director of Operations with the creation and implementation of Standard Operation Procedures for procurement-related activities, including training program office liaisons, as needed;
• Supervise Education Finance Specialist 1s within the Operations Team, ensuring cross-training, as appropriate; and
• Other duties, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position leads to a maximum salary of $103,350 based on annual performance advances.
