A Bachelor’s Degree in Finance, Economics, Mathematics, Business, or a related field, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, as determined by the Corporation.

Duties Description Position Description

The Financial Analyst is responsible for the development and disbursement of State Revolving Fund (SRF) project financings. The analyst works with clients as part of a team to review and determine clients’ financial needs and undertakes the development of SRF financial assistance packages. The analyst will perform tasks such as: determining proper finance sizing and debt service specifications, structuring debt in accordance with local finance law, credit analysis and monitoring, preparation of financing documents, as well as reviewing documentation and disbursing funds.

Essential Duties

• Work collaboratively within the Finance and Accounting division and with other EFC divisions, including legal, engineering, and compliance, to facilitate the execution of financing agreements with municipalities to enable them to complete water quality projects.

• Evaluate client financing needs, often in the context of prior borrowing and other sources and uses of funds. Develop financing packages for clients, which may involve researching and preparing options that best meet clients’ needs while complying with regulations and program guidelines.

• Evaluate loan and/or grant applications and collect and analyze all financing-related information.

• Establish and maintain working relationships with municipal officials and their consultants. Provide consistent and superior client service from initial project planning to completion.

• Analyze the economic and financial condition of SRF applicants and prepare a written credit assessment with supporting financial information.

• In coordination with other EFC Divisions, manage aspects of assigned projects through EFC’s internal processes while ensuring that all relevant information has been presented accurately.

• Verify that adequate and eligible documentation has been submitted to support the disbursement of project funds. Maintain database records for all invoices, contracts, agreements, and change orders submitted in support of disbursement requests, refinancings and the overall plan of finance.

• Participate in Community Assistance Team events. Teams provide on-site and virtual consultations to help communities across the state begin project planning, submit funding applications, and see projects through to completion.

Work is performed in an office setting, with prolonged periods of sitting and fine manipulation skills required for computer use.
