Minimum Qualifications Contingent-permanent qualifications:

Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~ Qualify for Provisional appointment as described below.

In the event that a canvass of the eligible list for the Addictions Program Specialist 2 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment.

To be considered for provisional appointment, candidates must meet the following qualifications:

Candidate must have a bachelor’s degree AND

Either 1. three years of professional clinical* or professional administrative experience** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention or aftercare to a clientele with a primary diagnosis of chemical dependency. Experience must include a minimum of two years in one or more of the following program areas: development or management of a treatment program or prevention services; review and monitoring of program operations for regulatory compliance; or development of program budget or review of provider expenditures. All qualifying experience must be in a program or organization for which chemical dependency treatment/prevention is the primary mission;
Or 2. a master’s degree in community mental health, counseling, mental health counseling, education, human services, nursing, occupational therapy, psychology, rehabilitation, social work, or sociology and two years of professional clinical* or professional administrative experience** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention or aftercare to a clientele with a primary diagnosis of chemical dependency. Experience must include a minimum of two years in one or more of the following program areas: development or management of a treatment program or prevention services; review and monitoring of program operations for regulatory compliance; or development of program budget and/or review of provider expenditures. All qualifying experience must be in a program or organization for which chemical dependency treatment/prevention is the primary mission.

*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician’s assistant.
**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.

In the event that a provisional appointment is made, the provisional employee will need to successfully complete the competitive examination for Addictions Program Specialist 2 when next given and be reachable for appointment on the resulting eligible list. If the provisional employee does not pass the competitive examination, or is not reachable for appointment, they may not be able to be retained in the position.

Duties Description Under the direction of an Addiction Program Specialist 4 (who reports to the Bureau Director/New York State Opioid Treatment Authority [SOTA]), duties will include but are not limited to:
• Active participation in the Bureau’s team approach to support current and new Bureau projects (and Agency initiatives) that support the treatment of persons with Opioid Use Disorder (OUD) in OASAS’ system of care.
• Using the framework of New York State OASAS’ Operating Regulations and Federal methadone treatment regulations for Opioid Treatment Programs (OTPs), support bureau focus on programs that serve the population of persons in treatment, particularly with Medications for Opioid Use Disorder (MOUD).
• Manage incoming calls from OTPs (by use of an Agency-issued cell phone).
• Provide guidance and consultation to OTPs and OASAS staff regarding the OTP programs’ service delivery.
• Manage approvals of Opioid Treatment Programs’ (OTPs) waiver exemption requests through the Substance Abuse and Mental Health Services Administration (SAMHSA)/Center for Substance Abuse Treatment (CSAT) Extranet; assist with the Mid-Level Exemption process for OTP programs.
• Support and may lead work with the contracted vendor for the Central OTP registry.
• Represent the Bureau at various internal and external meetings.
• Submit written documentation on behalf of the Bureau to internal and external stakeholders.
• Some travel may be required.
• Other relevant duties as assigned.

Additional Comments Salary range:
$81,705 - $103,350
*Plus $3,087 location pay
*All new employees start at the hiring rate, unless they are transferring from another State position that would be eligible for a salary recalculation.
