Minimum Qualifications Candidates must have:
1) Permanent status as Research Scientist 2 (SG-22), and be interested in reassignment, OR
2) A Bachelor’s degree in an appropriate field* and three years of such experience
Substitutions to #2:
• A Master’s degree in an appropriate field may substitute for one year of experience
• Ph.D. in an appropriate field may substitute for an additional year of experience

• Intermediate, or advanced knowledge of SAS, Tableau, and geographical information systems (GIS)
• Strong organizational and strong verbal and written communication skills
*Appropriate fields include biostatistics, public policy, public administration, epidemiology, public health, etc.

Duties Description The Research Scientist 3 position will assist the Epidemiology and Needs Assessment Unit. The functions of this position include but are not limited to the following:

• Monitoring and assessing prevalence instruments such as the National Survey on Drug Use and Health (NSDUH), Youth Risk Behavior Surveillance System (YRBSS), Behavioral Risk Factor Surveillance System (BRFSS).
o Conduct data management and create data products (such as Tableau dashboards or written reports) that highlight the findings that are relevant to New York State and the work of OASAS.
• Collecting and analyzing public health data related to the consequences of addiction (e.g., overdose mortality, motor vehicle injuries and deaths, newborns with neonatal withdrawal symptoms, etc.)
o Conduct data management and create data products (such as Tableau dashboards or written reports) that highlight the findings that are relevant to New York State and the work of OASAS.
• Examining connections between data collected from OASAS-certified programs and public health data sets to assess service system needs
• Working with OASAS subject matter experts to design and implement surveys of providers and programs.
o Includes creation of survey tool, distribution of surveys to providers and/or programs, responding to provider/program inquiries, following up with delinquent providers, and analyzing results.

*All new employees start at the hiring rate, unless they are transferring from another State position that would be eligible for a salary recalculation.
