Minimum Qualifications Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or OPWDD's Central Office Public Administration Traineeship Transition (PATT). Appointment will be made at the traineeship level.


Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

The position may be filled at the Administrative Analyst Trainee 1 level equated to SG-13, ($47,925), Administrative Analyst Trainee 2 level equated to SG-14 ($50,678) or full performance Senior Administrative Analyst SG-18 ($63,108), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Senior Administrative Analyst SG-18 following the successful completion of the traineeship.

Duties Description The Service Access/Front Door unit within the Division of Service Access, Program Implementation & Stakeholder Supports (SPS) is in need of a Senior Administrative Analyst/Trainee to assist with the coordination and delivery of activities necessary to OPWDD's access to services.

The Front Door unit is responsible for providing guidance and technical assistance to the field and stakeholders regarding Front Door policies and procedures. This unit is critical to ensuring individuals have access to the OPWDD services that they need. The Front Door is the entry point for individuals and families seeking support and services, and members of the Front Door unit help ensure individuals and families have a welcoming experience, obtain clear and helpful information about services, are guided through the complex process of OPWDD eligibility and service access and ultimately secure supports and services that will enrich their lives.


• Coordinate, monitor and collect data on various service access initiatives including but not limited to Front Door Information Sessions, Front Door Phone Checks, and Early Intervention Notifications
• Assist with monitoring shared mailboxes for inquiries from Regional Field Office staff, Early Intervention Service Coordinators and other stakeholders related to Front Door Information Sessions and Early Intervention Notifications
• Compose, and distribute meeting materials and notes, policy correspondence, and service access reports
• Assist with ongoing technical assistance, guidance, and training to Regional Field Office staff who work across New York State
• Assist with the review, development and/or modification of policies and procedures when necessary to ensure consistency in practice statewide and improve service access policies overall
• Create and edit policy documents pertaining to service access including, but not limited to, Policy Manuals, memoranda, presentations, and other technical assistance
• Review work and documents for spelling and grammar for finalization and distribution
• Prepare and submit expense reports for Service Access Unit staff
• Provide as needed administrative support to other units withing SPS including Housing, Community Transition and ICF Transition units
• Other duties as assigned
