Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, Grade 18, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer, via 52.6 or 70.1, to a Health Program Administrator, Grade 18.

Public Candidates: qualified 55-b/c candidate in possession of a bachelor's or higher degree.

Preferred Qualifications: The preferred candidate will have the ability to effectively work in a fast-paced office, prioritize multiple assignments, and demonstrate a willingness to take initiative. They will possess strong organizational, analytical, verbal, and written communication skills; and have the ability to work independently as well as part of a team. They will have proficiency using Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and SharePoint.

Duties Description The Hunger Prevention and Nutrition Assistance Program (HPNAP) provides supplemental funding and nutrition technical assistance to a network of emergency food programs (EFPs) consisting of eight regional NYS food banks and 37 other contractors serving 2,500 soup kitchens, food pantries, and shelters. Fiscal assistance includes funding for emergency food, food safety and sanitation supplies, food service equipment, food service operating costs, and nutrition technical assistance. HPNAP funding provides significant assistance in enhancing the provision of over 300 million meals in New York State per year.

The Health Program Administrator (HPA) will be responsible for fiscal oversight and support activities for HPNAP including contract oversight, voucher review and approval, creation of purchase orders, contract and purchase requisitions, and generating cash disbursement reports in the Statewide Financial System (SFS). Other duties include but are not limited to, entering procurements in the Grants Gateway (GG), assembling contracts following the procurement, conducting voucher trace evaluation tasks, maintaining unit policies and procedures, liaising with Regional Office program staff, coordinating quality assurance activities, and providing IT/data management support to contractors.
