Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Preferred candidates will have experince in public health insurance programs, including New York's Medicaid and/or Child Health Plus, and with data systems including, but not limited to, the Welfare Management System (WMS), NY State of Health Back Office and eMedNY. In addition, preferred candidates will have the ability to research and analyze information; demonstrated experience in requirements gathering and analysis of policy guidance; strong written and verbal communication skills; excellent interpersonal and organization skills; the ability to work well under pressure and adapt to changing priorities and tight timeframes; and supervisory experience

Duties Description The Health Program Administrator 2 will serve as head of the Production Unit within the Bureau of Downstate Eligibility Systems, which provides operational support to eligibility systems such as WMS, NYSOH and eMedNY. The position will manage subordinate staff in conducting tasks to ensure bureau goals and objectives are met.

Specific duties and responsibilities may include:

• Manage the productivity of case processing within the Downstate WMS production unit, identify problems or trends which require correction action and oversee action plans to maintain or improve productivity.

• Interpret Medicaid policies and procedures for assigned staff to improve or maintain continuity.

• Provide oversight of staff initiating and completing tasks necessary to produce and implement needed system change requests (CRs).

• Provide policy direction on legislative, regulatory, and monitoring activities affecting Department programs.

• Manage staff in implementing new legislative initiatives.

• Direct staff on developing requirements for legally required notices.

• Provide clarification of federal eligibility regulations and State requirements to other Department of Health units, other State agencies, local departments of social services, and other internal and external stakeholders.

• Analyze and review staff work to determine if the eligibility system is correctly determining eligibility, sending appropriate enrollment transactions, and generating appropriate notices.
