Minimum Qualifications Transfer: Current NYS Department of Health (DOH) employee with permanent or contingent-permanent competitive service as a Program Aide (G13) OR a NYS employee with one year or more of permanent or contingent permanent, competitive service in a title at or above a (G11) and eligible for transfer to a Program Aide (G13) under section 70.1 of the Civil Service Law.
Provisional: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive service or 55-b/55-c service in a G-5 or higher clerical, secretarial, keyboarding or paraprofessional** title set in an office environment. **Only paraprofessional titles in an office environment will be considered qualifying. Service in a direct care title is not qualifying experience.
Examples of non-qualifying titles are: Developmental Disabilities Secure Care Treatment Aide 1; Direct Support Assistant; Food Service Worker 1; Licensed Practical Nurse; Mental Health Therapy Aide; and Security Services Assistant.
Preferred Qualifications: Experience working with computers and databases. Ability to work independently and as part of a team.
Duties Description The Program Aide position will perform a variety of administrative tasks to support the processing and issuance of vital records, such as birth certificates, death certificates, marriage certificates and divorce certificates. The position will perform the following: receive and process requests for Vital Records; verify the identity of the requestor and ensure they are eligible to receive the requested record; issue certified and non-certified copies of vital records; respond to inquiries about vital records and the ordering process; conduct searches of vital records databases; correct errors on vital records; maintain and update vital records databases; and, prepare reports and/or presentations.

Full-time, contingent-permanent. Transfer candidates may be asked for their social security number to verify eligibility. If three or fewer NYS DOH promotional candidates respond to this posting, the agency may, at its discreton, nominate a qualified employee for non-competitive promotion under under the provisions of Section 52.7 of the NYS Civil Service Law. Employees must have one year or more of permanent or contingent-permanent service as described above. If certifified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates being considered under this provison must not have either failed to pass, or failed to apply for (if qualified), the last holding of the Agency Program Aide examination, #00-340, held on January 7, 2017. Provisional appointees will be required to apply for and take the next Civil Service examination announced for this title, and achieve a high enough score to be immediately appointable from the resulting eligible list, in order to maintain employment.
