Preferred Qualifications: Knowledge of the Business Analysis Body of Knowledge (BABOK) and the Project Management Body of Knowledge (PMBOK). Knowledge of both Agile and Waterfall System Development Life Cycles. Can use recognized business analysis methodologies (e.g., business process flows, fit-gap analyses, or functional designs) to elicit requirements from Stakeholders. Be proficient in Microsoft Word, SharePoint, Visio, and Project. Can work in a changing environment while remaining flexible and solution driven.

Duties Description The incumbent of this position will report to the manager of the Enterprise Project Management Office (EPMO). The BSA3 will be responsible for management of a portion of the MMIS Portfolio and will manage projects throughout the System Development Lifecycle (SDLC). The BSA3 will be responsible for mentoring and supervising other business analysts and working collaboratively with vendors to ensure projects are successfully implemented. This position is responsible for supervising staff and assigning projects and tasks to members of the team. It is imperative that the incumbent is able to build strong relationships and work closely with internal and external stakeholders.

The incumbent will participate in gathering and documenting requirements for the systems within OHIP DOS, specifically the Medicaid Management Information System (MMIS). In addition to producing high quality Business Analyst artifacts, they will be responsible for performing Quality Assurance on deliverables produced by the EPMO team to ensure quality and accuracy. Tasks include but are not limited to, reviewing project artifacts, reviewing design documentation, and participating in User Acceptance Testing.

The BSA3 will be responsible for creating Business Process Flows and following Evolution Projects throughout the Systems Development Life Cycle (SDLC) while using industry standard business analyst techniques. The incumbent will also participate in Agile Scrum Teams and work closely with vendors to ensure Evolution work is completed both timely and efficiently.

Incumbent must be able to interpret policy and ensure compliance with all state and federal regulations and determine necessary system functionality changes to meet evolving needs. The MMIS EPMO team is responsible for millions of dollars in systems evolution work. The BSA3 must be able to monitor scope of projects, hold vendors accountable, and ensure appropriate billing.

Additional Comments Experience with Medicaid or large healthcare systems is a plus
