Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Accountant, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Accountant, G-23 under section 70.1 of the NYS Civil Service Law. Provisional Promotion*: NYS DOH employee with one year or more permanent or contingent-permanent, competitive status as a Senior Accountant. If appointed provisionally, the incumbent will need to take the next Civil Service examination for this title and pass with a score that will be immediately reachable on the resulting eligible list. Failure to take, pass and achieve a reachable score on the examination may result in revocation of the appointment.
Preferred Qualifications: Experience with navigating and transacting in the Statewide Financial System (SFS). Experience with the SFS AR module or revenue recording and collections processing in general. Knowledge of the Guide for Financial Operations and NYS procurement rules. Strong interpersonal and organizational skills and intermediate skills in MS Suite, particularly Excel and Access.
Duties Description Within the Bureau of Accounts Management (BAM) Revenue Unit, the Associate Accountant will be responsible for overseeing DOH Invoicing, Collections, and Accounts referral processes, making sure they are carried out accurately and timely. This includes approving staff's transactions in the Statewide Financial System (SFS); reviewing and approving customer invoices and collection letters; analyzing accounts receivable; researching deposits and records of receivables; approving case referrals; communicating with DOH's various Programs, Customers, Division of Legal Affairs, and outside oversight/partner Agencies; designing and analyzing reports to support Collections and Referral functionality and at management's requests; ensuring written procedures are kept up to date; and assisting management with other related fiscal tasks as necessary. Additionally, the Associate Accountant will supervise Senior Accountants in the performance of administrative and financial duties; complete employee evaluations, time and attendance documents; coordinate employee tasks, duties and requests for leave; guide staff in the performance of their duties and ensure they are properly trained; and complete other tasks as assigned.
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
