Minimum Qualifications Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18 OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR Qualify for Provisional appointment as described below.
In the event that a canvass of the eligible list for Addictions Program Specialist 1 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment. To be considered for provisional appointment, candidates must meet the following qualifications:
To qualify for provisional appointment, candidate must have a bachelor’s degree AND
Either 1. two years of professional clinical* or professional administrative experience** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency
Or 2. a master’s degree in community mental health, counseling, mental health counseling, education, human services, nursing, occupational therapy, psychology, rehabilitation, social work, or sociology and one year of professional clinical* or professional administrative experience ** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.
*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician’s assistant.
**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.
Duties Description This position is in the Bureau of Practice Innovation and Care Management (PICM) within the Division of Addiction Treatment and Recovery. Duties include, but are not limited to the following:
• Perform Medicaid Managed Care Behavioral Health plan reviews, including readiness desk reviews and Provider Network Data System.
• Assist with tasks related to the programmatic oversight of the OASAS HOPEline, including reviewing monthly reports, invoice reviews, and implementing performance of contracted services.
• Schedule and participate in meetings with other State entities including Department of Health and the Office of Mental Health.
• Assist with drafting documents, coordinating webinars and guidance materials as it relates to assigned duties.
• Monitor centralized Bureau mailboxes for OASAS HOPEline and Behavioral Health.
• Develop, maintain, and organize information into a centralized database and/or shared folder to include files and important documents as they pertain to Bureau projects.
• Other relevant duties as assigned.
Additional Comments Salary Range:
Grade 18: $63,108 - $80,248
Trainee 1: $47,925 - $61,330
Trainee 2: $50,678 - $64,693
(some appointees will serve a 2-year traineeship leading to a Grade 18)
