Minimum Qualifications Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18 OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR Qualify for Provisional appointment as described below.

In the event that a canvass of the eligible list for Addictions Program Specialist 1 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment. To be considered for provisional appointment, candidates must meet the following qualifications:

To qualify for provisional appointment, candidate must have a bachelor’s degree AND
Either 1. two years of professional clinical* or professional administrative experience** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency
Or 2. a master’s degree in community mental health, counseling, mental health counseling, education, human services, nursing, occupational therapy, psychology, rehabilitation, social work, or sociology and one year of professional clinical* or professional administrative experience ** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.

*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician’s assistant.
**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.

Duties Description This position is in the Bureau of Adolescent, Women, and Family Services within the Division of Addiction Treatment and Recovery. The incumbent will assist with the implementation of youth recovery support services, treatment services for youth/young adults and pregnant/parenting women, and special projects. Duties include, but are not limited to the following:
• Contribute to the development, implementation, and maintenance of specialty designations (e.g., family-centered treatment, adolescent services, LGBTQ-affirming programs).
• Participate in intra- and inter-agency work groups (e.g., NYS Trauma Champions Collaborative).
• Assist with the oversight to Residential Rehabilitation Services for Youth (RRSYs) and women and children’s residential providers.
• Track quality-of-care metrics for programs serving the Bureau’s specialty populations (in partnership with other bureau and division staff).
• Meet regularly with providers, both in-person and over the phone.
• Support the implementation and sustainability of Opioid Settlement Funded projects by tracking spending, managing monthly reports, providing technical assistance, and facilitating learning collaboratives.
• Some travel required: 10-15%

Grade 18: $63,108 - $80,248
Trainee 1: $47,925 - $61,330
Trainee 2: $50,678 - $64,693
(some appointees will serve a 2-year traineeship leading to a Grade 18)
