Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 3, G-27 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-25 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: The preferred candidate would have professional work experience in the oversight of a federal program and have a strong understanding of social services, public health, and state and federal government management processes. Program, services, and clinical knowledge and understanding of eligibility assessments, and person-centered delivery of services to children/youth with a variety of behavioral health and physical health conditions. Excellent oral and written communication skills are critical. In addition, the ideal candidate has experience with NYS procurements and contracting, and has the ability to coordinate and manage multiple activities. Must be able to work independently and as part of a team, and handle multiple priorities.
Duties Description The HPA 3 will serve as a Unit Leader and will manage staff engaged in program implementation, day to day operations and policy and program/service development for the Health Home program, Foster Care Medicaid services, Home and Community Based Services for children/youth with behavioral health, medically complex, and developmental disabilities needs. Duties may include but are not limited to supervision of staff, interpretation of regulations and other federal and state requirements, development of policies and procedures, research and analysis of data and preparation of reports, quality and performance management, speaking at both internal and external meetings, educational sessions and webinars, responding to program inquiries and preparing correspondence and other written materials. This position will require collaboration and coordination with other State agencies, various Divisions within DOH, and a diverse group of stakeholders. Additionally, the HPA 3 will be responsible for oversight of procurements, RFIs, RFPs, MOUs, invoicing, and DUAs development and working with the Bureau of Contracts and Privacy and Security offices. Travel will be required, including representing the Department at local and regional meetings and participation in on-site visits of Health Home programs and HCBS program.
Additional Comments The Bureau of Specialized Services for Children develops programs and services specific to children/youth needs. Many of the populations served within these programs and services have complex needs, i.e., medically fragile, dual diagnosis, etc. Therefore new services are being developed and clinical oversight and monitoring of these programs and services is necessary to ensure proper implementation and service delivery to Medicaid members and in which many are performed by licensed professionals.
