Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent-permanent status as an Environmental Health Program Manager 2, Grade 29/M-3.
Transfer: Current New York State employee with one or more years of permanent or contingent-permanent competitive service in a title at or above Grade 27/M-2, and eligible for transfer to the EHPM 2, M-3, position under Sections 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: Management experience in a environmental health regulatory program; strong knowledge of Department of Health environmental health programs and associated legal frameworks, including the Public Health Law and State Sanitary Code; experience with program planning, implementation, and evaluation activities; strong organizational and management skills; excellent verbal and written communication skills, including experience with executive briefings and summaries; and ability to effectively liaise with diverse stakeholders from the public, governmental agencies, local health departments, and other groups.
Duties Description Reporting to the Director of the Department of Health’s (DOH) Capital District Regional Office (CDRO), the Environmental Health Program Manager 2 position will function as the CDRO’s Environmental Health Program Director. In this capacity, the position will oversee environmental health programs in a 18-county catchment area, including programs related to water supply protection, food protection, lead poisoning prevention, emerging contaminants, tobacco enforcement, bathing beaches and swimming pools, and other environmental health activities; oversee all program activities for four DOH environmental health district offices, including direct supervision of management staff; and develop, implement, and monitor new environmental health policies, procedures, programs, and activities specific to the CDRO, as well as day-to-day operational aspects of the CDRO’s overarching environmental health program.
The position will also work closely with the CDRO Regional Director, DOH’s Center for Environmental Health (CEH), State and federal agencies, and other stakeholders to carry out environmental health activities in the region, implement programs, and address sensitive regulatory issues; continually assess regional environmental health activities and propose innovations and improvements to the CDRO Director; provide expert technical assistance to local health departments, environmental health stakeholders, and other groups in the implementation and operation of public health programs; and represent the CDRO and DOH in meetings with the public, other government entities, local health departments, and other stakeholders on topics of environmental health concern and interest at the request of the CDRO Director.
Additional Comments This is a full-time, contingent permanent, competitive appointment. Travel to areas not served by public transportation will be required (20%).

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
