Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Manager, Information Technology Services 1.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-25 or higher eligible to transfer under Section 52.6 of the Civil Service Law. 55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and meet ONE of the following minimum qualifications:
1. A bachelors or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND four years of experience in the following computer related areas, including one year of supervisory experience in: computer programming, network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;

2. a bachelors or higher-level degree in any field AND five years of experience in computer related areas as described in #1 above;

3. an associate’s degree with 15 semester credit hours in a computer science field AND six years of experience in computer related areas as described in #1 above;
4. seven years of experience in computer related areas as described in #1 above.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet ONE of the following qualifications:

1. a bachelors or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND four years of experience in the following computer related areas, including one year of supervisory experience in: computer programming, network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;

Be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), Information Technology Specialist 3 (Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Data Communications), Information Technology Specialist 4 (Database), Information Technology Specialist 4 (Operations), or Information Technology Specialist 4 (Systems Programming).

Provisional candidates must take the examination for Manager, Information Technology Services 1 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants for a Manager, Information Technology Services 1 position. The duties of this position include, but are not limited to, the following:
• Lead the NYSED ITS Data Center Services unit;
• Lead capacity planning, Windows Sever, Linux Server, and VMWare support;
• Lead patch management for Data Center initiatives;
• Lead research and modernization for NYSED's cloud infrastructure initiatives;
• Manage Business Intelligence and Finance operations units;
• Lead procurement management via the finance operations unit;
• Manage inter-agency and business partner networking;
• Monitor data center performance and troubleshoot performance issues and outages;
• Maintain data center design and change control documentation; and
• Collaborate on security technologies in conjunction with the NYSED Information Security Office.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Manager, Information Technology Services 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates.

This position leads to a maximum salary of $124,107 based on annual performance advances.
