Transfer:
Candidates must have permanent status as a Contract Management Specialist, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the Contract Management Specialist 1 or Contract Management Specialist Trainee level.

Duties Description The Office of Mental Health (OMH) is recruiting to fill four Contract Management Specialist 1, Grade 18, positions within the Office of Financial Management, Community Budget and Financial Management Group. These positions will be assigned to the Contracts and Claims Section. Under the direction of a Contract Management Specialist 2, the incumbents will administer contracts and procurements for community-based mental health services throughout New York State.

Duties to be performed may include, but are not limited to, the following:

• Develops contract documents for contractor review and submission prior to final execution;

• Tracks the status of contracts and provider electronic budget submissions for compliance with NYS prompt contracting requirements, compiling summary data for principals;

• Oversees Issuance of Prompt Contracting suspension notices to providers with outstanding contract documents to facilitate timely payment to providers;

• Compiles data and prepares annual Prompt Contracting Report;
Reviews, submits, and tracks the final contract documents to the Attorney General's Office and OSC for execution, addressing inquiries and concerns as needed;

• Responsible for completing amendment reconciliation worksheets required for amendment contracts submitted to OSC;

• Responsible for creating and publishing Grants Gateway contract opportunities on a biannual basis;

• Responsible for building and issuing new contracts into the Grants Gateway;

• Create and update contract team procedures as needed;

• Maintain and organize contract information and workflow using the Contract Team Tracker;

• Oversee archiving of financial records in accordance with OMH’s record retention policies;

• Assist in review and correction of ALFS bulkload errors;

• Facilitates Requests for Proposals (RFPs), and other related procurement documents, as needed.

• May supervise lower level positions assigned to the contract team;

Additional Comments The salary listed applies to candidates appointed to Contract Management Specialist 1, SG-18. The salary for candidates appointed to Contract Management Specialist Trainee 1 starts at $47,925 and, for current New York State employees, is based on the candidate’s salary at the time of hire.
