Minimum Qualifications • Bachelor’s degree in relevant area
• At least 7 years of experience working in a professional services company in one the following fields: e.g. accounting, consulting, data management
• Strong interpersonal, communication and organizational skills with exceptional customer service skills
• Ability to interact effectively with people at all levels professionally
• Excellent analytical, oral and written communication skills required
• Must be extremely detail-oriented with the ability to multi-task
• Ability to work independently and always maintain confidentiality
• Advanced in Microsoft Office, Customer Relationship Management (CRM) systems, SQL databases

Duties Description *Applicants MUST submit a cover letter with resume to be considered.

Provide assistance to the Director of the Film Tax Credit Program to manage and implement all aspects of the Film Production and Post-production tax credits programs, Upstate and NYC Musical and Theatrical Tax credit programs, Commercial Tax credit program, and the Digital Gaming Tax Credit program.

• Manage day- to-day operations and Department staff to resolve ongoing audit issues
• Ensure that all legislative and regulatory changes are clearly communicated to applicants and stakeholders and that program staff correctly apply changes to the applications they review
• Respond to inquiries from other Empire State Development departments
• Continually monitor and improve procedures and operations in concert with program director and initiate appropriate corrective actions
• Ensure all CPA firms on the approved list to conduct third party audits are performing to Department standards and adhere to amendments in procedures
• Develop appropriate procedures for new tax credit programs
• Respond to information requests from a variety of sources (e.g., business clients, subject matter experts within ESD, and senior management of ESD)
• Supervise the Department’s staff to ensure that all applications received are recorded accurately in each program’s respective database
• Run reports and conduct ad hoc analysis for Director and SVP
• Ensure all Department record keeping is accurate and up to date
• Respond to FOIL requests
• When applicable and appropriate, represent ESD at industry events
