Minimum Qualifications Open to New York State Employees only:
Candidates must be reachable for appointment from the current Civil Service eligible list for the title.

OR

Candidates must be eligible for transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades or one M grade of the grade 23 level.

OR

Candidates must be a permanent New York State employee in this title and eligible for a lateral transfer; or in a comparable title and eligible for Section 70.1 transfer.

For provisional appointment: In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment: you must be a qualified employee of the New York State Office of Mental Health or the New York State Office for People with Developmental Disabilities and have had one year of permanent service as a Training Specialist 1 (Mental Hygiene), Mental Hygiene Staff Development Specialist 3, Training Specialist 1 (Nursing), or Mental Hygiene Staff Development Specialist 3 (Nursing).

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description As a Training Specialist 2 (Mental Hygiene) you would lead the planning, organization, and delivery of agency training; and oversee the development of curricula by lower level staff. This position supervises lower level training specialists, paraprofessional and support staff. You would develop new training initiatives and modify existing programs based upon their assessment of program needs; evaluate training; act as the organization’s consultant to internal and external programs; and oversee contract administration.

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
