Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

GENERAL PUBLIC CANDIDATES:
To be considered for appointment through NYS HELPS, you must meet the following minimum qualifications:

AUDITOR TRAINEE 1:
1. Possess a bachelor's degree in accounting, auditing, or taxation OR
2. Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.

AUDITOR TRAINEE 2:
1. Possess a master’s or higher degree in accounting, auditing, or taxation OR
2. Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of professional experience in accounting/auditing financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

AUDITOR 1:
1. Possess a bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
2. Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
3. Possess a master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
4. Possess current valid Certified Public Accountant license and registration issued by New York State.

NOTE: Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.

*NOTE: Courses such as business law, economics, statistics, and most finance courses although completed as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours. Transcripts will be required for appointment. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. CURRENT NYS EMPLOYEES:
New York State employees with one year of permanent competitive service as an Auditor 1, SG-18, or in a title deemed eligible for transfer to Auditor 1 under Section 70.1 of the Civil Service Law.

Auditor Trainee: New York State employees with one year of permanent competitive service as an Auditor Trainee or in a title deemed eligible for transfer under 70.1 of the Civil Service Law to Auditor Trainee 1 or Auditor Trainee 2 may also be considered. courses.
Transfer candidates must possess a bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses from an accredited college or university.

The salary range identified above applies to candidates appointed to Auditor 1, SG-18. The hiring rate for candidates appointed to Auditor Trainee 1 starts at $50,678 and is based on the candidate's salary at the time of hire. Candidates hired into the Auditor Traineeship will be advanced to the title Auditor 1 upon the successful completion of a two-year traineeship.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications outlined and a current 55b/c eligibility letter. Preferred Qualifications: Proficiency in the use of Word and Excel; excellent verbal and written communication skills; strong analytical skills; and the ability to work with others to resolve conflicts.

Duties Description An Auditor 1 performs research on the functions of the organization to be audited to determine its purpose, organization, funds involved, and applicable laws, rules, and regulations governing its operation; assists in establishing the scope of the audit by analyzing and determining areas for audit and the time frame to be examined; assists in planning audit activities, including specific audit tasks, and recommends audit schedule; conducts rate audits of various medical facilities that receive cost based rates by performing various tests, reviews, reconciliations, and evaluations of accounts, claims, records, and procedures to ensure that transactions are processed and properly accounted for and effective internal controls are in place; evaluates the organization being audited by comparing performance to contractual requirements and standards; prepares working papers to document audit scope and conclusions; discusses audit findings with representatives of the organization and participates in exit conferences; as Auditor-in-Charge, leads other Auditors 1 and Auditor Trainees as applicable.

Additional Comments This position is eligible for additional $3,087 location pay.
