Minimum Qualifications Permanent qualifications:
Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service as an Administrative Assistant 1 (formerly Secretary 1); OR current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 6 and above and eligible for transfer under Section 70.1 of the Civil Service Law to Administrative Assistant Trainee 1.*

*Note: Appointment may be made at a traineeship level. A new two-year traineeship, (Administrative Assistant Trainee 1, NS=Grade 8 starting salary $38,073 & Administrative Assistant Trainee 2, NS=Grade 10 starting salary $42,493) leading to Administrative Assistant 1, Grade 11, has been approved effective October 31, 2019. Trainees will be required to take four mandatory courses the first year of the traineeship and four elective courses in each the second year of the traineeship in four competency areas through the CSEA Partnership, or equivalent offerings through another entity as determined by the agency. All trainees are required to successfully complete all courses before advancing to the Administrative Assistant 1, G-11.

Provisional qualifications:

In the event that a canvass of the eligible list for the Administrative Assistant Trainee 1 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment.

To be considered for provisional appointment, candidates must meet the following qualifications:

In the event that a provisional appointment is made, the provisional employee will need to successfully complete the competitive examination for Administrative Assistant Trainee 1 when next given and be reachable for appointment on the resulting eligible list. If the provisional employee does not pass the competitive examination, or is not reachable for appointment, they may not be able to be retained in the position.

Non-Competitive Promotion (NCP) under Section 52.7 of the Civil Service Law: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates within OASAS apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications as outlined in the provisional qualifications.

Duties Description The Administrative Assistant 1 will provide support and coordinate communications for the Bureau of Workforce Development and Talent Management staff. Primary duties include supporting the Bureau Director and the Managers of the Credentialing Unit and Learning and Development and Impaired Driver Services Unit. Bureau functions include, credentialing, training and impaired driver application processing, curriculum development and delivery and other workforce development and impaired driving projects.

Duties of the Administrative Assistant 1 will include:

• Open/answer, review/dispatch and disseminate mail, faxes, phone calls and emails regularly and respond appropriately for the Bureau, including performing daily data entry functions
• Assist with processing and tracking, purchases, travel vouchers, grants and contracts and perform other administrative functions related to SFS and other tracking systems and databases.
• Coordinate Unit/Bureau schedules and review timecards with relevant time off records
• Schedule/coordinate in-person and virtual meetings, including room preparation, development, coordination and dissemination of meeting materials and recording and/or transcribing of minutes
• Format, proofread, and finalize Bureau communications, reports, documents and applications
• Distribute critical, time-sensitive Bureau assignments and ensures timely staff completion
• Provide occasional coverage for other Division support staff

Preferred candidates will have experience with Microsoft Suite including Outlook, Access, Excel, and Word.

Additional Comments The salary range for this position is as follows:

$44,957 - $55,093 (SG-11 level)
$38,073 - $46,886 (Trainee 1 level-equated to SG-8)
$42,493 - $52,146 (Trainee 2 level-equated to SG-10)
