Bachelor’s degree in accounting, Finance, Business Administration or Public Administration, plus five years relevant experience, including two years supervisory experience.

Duties Description  Primary Purpose

The Senior Financial Analyst coordinates and/or participates in the financing process for bonds, grants or capital leasing programs, and/or performs ongoing monitoring functions including covenant compliance, asset management and operational reviews of DASNY’s private clients.

Essential Functions

Perform detailed analysis of financial statements and other financial data.
Perform detailed credit analysis of clients.
Develop new business, financing plans and financing schedules.
Develop and maintain client, banker, and other third-party professional relationships.
Coordinate the financing process from application through the delivery of bonds.
Review client capital equipment budget and recommend assets acceptable for financing.
Negotiate terms and/or ensure compliance with State regulatory agencies and credit enhancers, if any.
Coordinate and/or assist in the production of Official Statements.
Assist in the development of requests for proposals and selection process for consulting services.
Perform and review complex financial calculations.
Develop, review and/or maintain various financial schedules.
Process and evaluate financial impact and prepare recommendations based on findings for requests of changes under mortgages, such as the sale or leasing of property, working capital loans and easements.
Propose and monitor workout agreements with financially challenged clients.
Develop and maintain reports for management, clients, the Legislature, the Executive, the Comptroller, and other entities.
Prepare and/or deliver presentations for the Board of Directors, the Public Authorities Control Board, and/or other groups.
Review, analyze, and monitor Health Facility Restructuring Pool loans.
Perform Continuing Disclosure filings.
Provide feedback regarding credit issues in connection with new financings.
Assist in the development and maintenance of systems applications and databases.
Perform various tasks related to the annual audit, including the preparation and review of reports, schedules and other related information.
Identify opportunities for improvement and increased efficiency and formulate and implement process improvements.




Other Duties and Responsibilities

May train and evaluate employees.
Assist Management in the development of policies.
Develop, document, and implement procedures.
Assess, develop, and implement internal controls, and oversee the review and testing of same.
Participate in the administration of new programs, including grant programs.
Undertake special assignments as directed.
Must maintain regular attendance in accordance with DASNY attendance and leave policies.
Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Information Technology Services. (Standards can be found on the Intranet).

Supervision

Supervision of employees may be required. 

 Physical/Mental/Visual Demands

Monthly travel may be required, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Must be able to work overtime or extended work hours as needed.

Standard office environment including the use of one or more of the following:  PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.

Telecommuting Work Plan - Employees are required to apply and obtain approval through management to telecommute according to DASNY’s Telecommuting Program Guidelines. The days designated as telecommute days must be consistent with operational needs as determined by DASNY division, department and/or unit management. Employees may only telecommute on up to four (4) workdays per pay period and shall be limited to no more than two (2) contiguous telecommute workdays. Eligibility applies after 3 months of employment.
Limited Work from Home (LWFH) – additional telecommute days according to DASNY’s Telecommuting Program Guidelines. Eligibility applies after 6 months of employment.
DASNY is a government employer for purposes of the Public Services Loan Forgiveness Program (PSLF Program). The PSLF Program forgives the remaining balance of certain student loans after making 120 qualifying monthly payments.
