Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year or more of permanent or contingent permanent, competitive service as a Health Systems Specialist 3 (EMC) OR current NYS employee in a position allocated to a G21 or higher and eligible for transfer under section 52.6 of the Civil Service Law.

Provisional Promotion Candidates: one year of permanent competitive service as a Health Systems Specialist 1

**candidates must possess a current NYS Department of Health Certification as an Emergency Medical Technician.

Preferred Qualifications: Certifications/Licensure: New York State Paramedic Certification; New York State Certified Instructor Coordinator. Experience: Prior experience in curriculum administration, program evaluation, or education administration, preferably in the field of emergency medical services or healthcare; Experience in conducting compliance reviews, investigations, or audits related to educational programs and examinations; Knowledge of EMS education and examination standards, regulatory requirements, and industry best practices. Knowledge/Skills/Abilities: Excellent written and verbal communication skills to draft reports, conduct training sessions, and effectively communicate with stakeholders; Strong analytical and problem-solving skills to assess program compliance, identify deficiencies, and recommend corrective actions; Ability to collaborate and build effective working relationships with various stakeholders; Strong interpersonal skills to conduct on-site surveys, interviews, and investigations professionally and impartially.

Duties Description The Health Systems Specialist 3 (EMC) provides strategic leadership and oversight for the EMS Education and Training Section, Curriculum and Examination Branch. Reporting directly to the Education and Training Section Chief, this position is essential to maintain the integrity of the EMS system, ensure the competence of EMS practitioners, and uphold the highest standards of quality, compliance, and efficacy.

The Health Systems Specialist 3 (EMC) is instrumental in safeguarding the well-being of New York State residents through the effective management and improvement of EMS education and examination programs.

Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position requires travel, including to areas that may not be serviced by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
