This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description The duties of the position will include the development of procurement and contract documents to assist DEC programs with their procurement needs. The bureau is responsible for a variety of procurement types, including state assistance, commodity, service, construction, revenue, intergovernmental, memoranda of understanding, and cooperative agreements. The successful candidate would be assigned responsibilities from among those described above. The individual will ensure procurement documents and contract award packages are correct, in compliance with State laws and policies, and in alignment with agency program goals.
The successful candidate will serve as a resource for DEC program staff when new programs/projects arise to facilitate the procurement and contract processes. This will involve meeting with program staff and discussing the appropriate procurement approach as well as mandatory requirements and evaluation methodologies.
The successful candidate will work with control agencies (in particular the NYS Attorney General and NYS Office of the State Comptroller) to facilitate contract approval. This includes answering control agency reviewer questions, addressing concerns, and providing additional supporting documentation as requested.
The position is predominantly computer based. WebEx and Microsoft Teams are regularly utilized for remote meetings. The Microsoft suite of software (Outlook, Word, Excel) and Adobe PDF are routinely used in the performance of job duties. Experience with such software is preferred.
